Here’s how to get started in preparing for your next outage and ensure it is a success.<\/span><\/p>\n

Preparing for a Steam Turbine Generator Outage<\/span><\/h2>\n

1. Scope Early<\/span><\/h3>\n

Start preparation 18 to 24 months in advance.\u00a0Timing is critical for a successful turbine generator outage.\u00a0<\/span><\/p>\n

    \n
  • Review prior outage reports, known issues, and desired improvements.<\/span><\/li>\n
  • Identify key unit risks.\u00a0 As units age, more extensive inspections are required.\u00a0 Consider design, unit operating patterns and accumulated service history.<\/span><\/li>\n
  • Review technical advisories\/OEM service bulletins for issues which have presented themselves in fleets of similar units.<\/span><\/li>\n
  • Review the planned operating profile for the unit and related failure mechanisms.<\/span><\/li>\n
  • Divide scope into primary and contingent components.<\/span><\/li>\n
  • Conduct economic and risk analyses to evaluate and finalize scope.<\/span><\/li>\n
  • Develop a work breakdown structure to determine contracting scopes and approach.<\/span><\/li>\n
  • Identify likely long lead-time parts replacement needs and major prerequisite activities.<\/span><\/li>\n
  • Review the approved vendor list and determine the likely bidder list.<\/span><\/li>\n
  • As necessary, obtain budgetary quotes to support a preliminary cost and schedule estimate.<\/span><\/li>\n
  • Secure budgetary approval and funding for prerequisite activities (e.g., engineering design activities) and long lead-time part ordering.<\/span><\/li>\n
  • Initiate prerequisite activities and long-lead ordering as required to support the schedule.<\/span><\/li>\n<\/ul>\n

    2. Secure Qualified Service Supplier(s)<\/span><\/h3>\n

    Retain service providers well in advance of the outage as comprehensive proposals can take a long time to evaluate. Joint planning with supply chain teams and service providers is essential in maximizing down time and cost benefits.<\/span><\/p>\n

      \n
    • Develop proposal\/bid specifications.\u00a0<\/span><\/li>\n
    • Allot vendors time to respond to requests for proposals.<\/span><\/li>\n
    • Evaluate proposals including due diligence reviews (OEM or non-OEM):<\/span>\n

      • Confirm the service provider has experience with your unit type.<\/span><\/li>\n
      • Ensure provider engineering support team is equipped to handle issues in a timely manner.<\/span><\/li>\n
      • Consider hiring an independent third party to assist in vetting a supplier and providing technical support throughout the outage.<\/span><\/li>\n
      • If specialty work is anticipated, prequalify facilities to determine capabilities and materials\/processes to be utilized for repair.\u00a0 Examples include significant weld repairs on a rotor or an attachment to the rotor, which are well beyond the skills of many suppliers who advertise services for weld repair.\u00a0Secure shop time well in advance for specialty repairs.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

        3. Confirm Specialty Practices and Key Outage Execution Programs<\/span><\/h3>\n

        Arrange equipment, certifications, and key programs in a timely manner to avoid any last-minute high dollar costs.<\/span><\/p>\n

        Special\/Heavy Equipment:<\/b><\/p>\n

          \n
        • Procure and inspect proper equipment for a safe work environment.<\/span>\n
            \n
          • Crane or other rigs.<\/span><\/li>\n<\/ul>\n<\/li>\n
          • Obtain certifications associated with special\/heavy equipment.<\/span><\/li>\n
          • Determine if any specialty tooling is needed.<\/span>\n
              \n
            • For example, bolt heaters.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

              Outage Execution Programs:<\/b><\/p>\n

                \n
              • Establish FME (foreign material exclusion) for a controlled environment.<\/span>\n
                  \n
                • Tools or other foreign matter if not properly identified and controlled can cause significant damage when a unit is being reinstalled and put back online.<\/span><\/li>\n<\/ul>\n<\/li>\n
                • LOTO (lock out tag out).<\/span><\/li>\n
                • QA\/QC.<\/span><\/li>\n
                • Shift turnover meeting requirements.<\/span><\/li>\n
                • Laydown logistics.<\/span><\/li>\n<\/ul>\n

                  4. Refine the Plan<\/span><\/h3>\n

                  Costs and schedule certainty will improve as information becomes more defined.<\/span><\/p>\n

                    \n
                  • As planning and procurement activities progress, review the outage estimate (costs and schedule) and update accordingly.\u00a0Keep management aware of key changes in any assumptions.<\/span><\/li>\n
                  • Perform risk assessments and identify mitigating actions for likely and\/or high impact risks.\u00a0Build these into the plan as necessary.<\/span><\/li>\n
                  • Ensure communication and decision processes are established and shared with all key in-house and contractor staff.<\/span><\/li>\n<\/ul>\n

                    5. Execute the Outage<\/span><\/h3>\n

                    Ensure all parties are aware of the plan and expectations for communications, reporting and decision making prior to outage start.<\/span><\/p>\n

                    • Review upcoming activities compared to the plan.<\/span><\/li>\n
                    • Ensure a strong emphasis on environmental, health and safety during the outage.<\/span><\/li>\n

                    • Ensure management is well informed of progress.<\/span><\/li>\n<\/ul>\n

                      6. Complete Benchmarking<\/span><\/h3>\n

                      Finalize your turbine generator outage with a pre- and post- operational benchmarking assessment noting lessons learned which would be able to be applied for the next outage.<\/span><\/p>\n

                      • Operation condition of unit.<\/span><\/li>\n
                      • Schedules.<\/span><\/li>\n
                      • Data readings.<\/span>\n

                        • Temperature on bearing.<\/span><\/li>\n
                        • Enthalpy drop calculation for performance on turbine configurations.<\/span><\/li>\n
                        • Runouts on rotor \u2013 trend how rotor validity condition is changing with time.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

                          Metrics provide a means by which to measure if actions taken corrected the issue.<\/span><\/p>\n

                            \n
                          • Audit Operational Startup Data \u2013 certain findings can drive additional scope.<\/span>\n
                              \n
                            • Aggressive startups can impact the condition of the unit \u2013 important to assess before outage.<\/span><\/li>\n<\/ul>\n<\/li>\n
                            • Document Lessons Learned and Best Practices from Outage.<\/span><\/li>\n
                            • Prepare a Well-Organized Summary Outage Report with Data Sheets and Pictures.<\/span><\/li>\n<\/ul>\n

                              12. Audit service suppliers and sub suppliers for highly specialized processes, such as weld repair.<\/span><\/li>\n
                              13. Procure materials and services on a non-expedited basis for competitive bids.<\/span><\/li>\n
                              14. Review operational data for issues which could drive outage scope.<\/span><\/li>\n
                              15. Ensure all safety, quality, and outage execution programs are in place, such as special equipment, certifications, lay down logistics, QA\/QC, LOTO and FME.<\/span><\/li>\n
                              16. Refine the plan as planning and procurement activities mature.<\/span><\/li>\n
                              17. Periodically complete risk assessments and identify mitigation actions for any likely and\/or high impact risks.<\/span><\/li>\n
                              18. Establish good communication and decision processes and ensure all outage personnel are informed.<\/span><\/li>\n
                              19. During the outage, ensure good daily updates and look ahead reviews are provided.\u00a0 Ensure management is well informed of progress and any emerging issues.<\/span><\/li>\n
                              20. Properly document outage work, complete pre- and post- outage benchmarking and document lessons learned.<\/span><\/li>\n<\/ol>\n
